  • Statement Of New WorldBank President

    Dr. Jim Yong Kim has released a statement in response to his selection by the World Bank’s Executive Directors as 12th President of the World Bank.

    Dr. Yong Kim replaces Robert Zoellick as the World Bank president.

    “I am honored to accept the Executive Directors’ decision to select me as the next President of the World Bank Group. I am delighted to succeed Robert Zoellick, who has served with excellence and distinction during the last five years, and I am grateful to the Bank’s member countries for the broad support I have received.

    I have spoken with Minister Okonjo-Iweala and Professor Ocampo. They have both made important contributions to economic development, and I look forward to drawing on their expertise in the years to come.

    It is befitting that I conclude my global listening tour in Peru. It was here in the shantytowns of Lima that I learned how injustice and indignity may conspire to destroy the lives and hopes of the poor.

    It was here that I saw how communities struggle to prosper because of a lack of infrastructure and basic services. It was here that I learned that we must raise our sights to match the aspirations of those most excluded.

    And it was here that I learned that we can triumph over adversity by empowering the poor and focusing on results.

    As President, I will seek a new alignment of the World Bank Group with a rapidly changing world. Together, with partners old and new, we will foster an institution that responds effectively to the needs of its diverse clients and donors; delivers more powerful results to support sustained growth; prioritizes evidence-based solutions over ideology; amplifies the voices of developing countries; and draws on the expertise and experience of the people we serve.

    My discussions with the Board and member countries point to a global consensus around the importance of inclusive growth. We are closer than ever to achieving the mission inscribed at the entrance of the World Bank – “Our Dream is a World Free of Poverty.”

    The power of this mission is matched by the talent of the World Bank Group staff. May this shared mission embolden our efforts to end the disparities which too often diminish our shared humanity. Let us work together to provide every woman and man with the opportunity to determine their own future.”

  • President Kagame Inaugurates Cassava Factory

    During his one day visit in Ruhango District, Southern Province, President Paul Kagame urged local population to work hard and become self sustainable.

    He noted that people have to work hard and they can change positively their lives.

    Kagame officially inaugurated a new Cassava Milling Factory in Kinazi Sector built at a cost estimated at US $10M and the District Hospital.

    The Governor of Southern Province, Alphonse Munyantwali said that the new plant will help other farmers from different districts in Southern Province include Nyanza, Gisagara and Ruhango.

    A cassava farmer Euralia Mukarugambwa said that she is able to support her family from cassava farming,“Now I have two children in University. I hope that all my five children will study in the university.”

    President Kagame said that citizens can attain development that other countries have achieved, “There are countries that are very rich and then they use their wealth to feed us. Kagame said, “We all have to play our roles in the development of our country; government gives direction and people follow”.

    Local residents said that they have hope that it will be easy to achieve benefits because they have a plant near them.

    The modern Kinazi Cassava Milling Factory has production capacity of 40 tons of flour per day.

    Equipment at the Cassava Milling Factory has been installed and tested. The flour will be available in markets by end April.

  • Mrs. Kagame Starts two-day Visit in Uganda

    The First Lady Jeannette Kagame has begun today a two-day visit to Uganda at the invitation of her Ugandan counterpart Janet Museveni IGIHE has learnt.

    Sources told Ugandan press that Mrs. Kagame will participate in a community service event, similar to Rwanda’s monthly Umuganda (community service), geared towards building a primary school at Itojo in Ruhama, Ntungamo district.

    While in Uganda, Mrs. Kagame and her host are scheduled to preside over the commissioning of a model school at Rwekiniro built by Mrs Museveni.

    Uganda’s ambassador to Rwanda, Richard Kabonero was quoted saying, “We welcome the First Lady of Rwanda’s visit which is a further sign of the existing deep relations between the two countries and builds on the momentum of our two heads of State,” Kabonero commented.

    When she visited in July 2011, Mrs Kagame and her counterpart Mrs Museveni opened Igongo cultural center in Mbarara where the former donated $10,000 (sh23m) to promote Uganda-Rwanda culture.

  • Teenager Kills Sister Over Food

    Police sources have reported that a boy aged 12 has killed his sister and injured his brother for denying him food.

    Theophile Muhimpundu hit and killed his 10 year old sister using a hoe and severely injured his four year old younger brother. The incident occurred in Nyaruguru District.

    According to Police sources, the cause of the incident was that the victims refused to give him food.

    The dead and injured were taken to Munini health center while the culprit is detained at Munini Police Station for further management.

    Claudine Musabyimana, Muhimpundu’s mother said that her son had left school early without any reason. She said she was shocked by her son’s actions.

    “It’s shocking that a twelve year old can commit such an atrocity,” Superintendent Theos Badege, the Police spokesperson said.

  • Child Burnt to Death at Refugee Camp

    A five year old child was burnt to death on Saturday night when fire burnt a hut he was sleeping in at Gihembe refugee camp in Gicumbi district.

    Gihembe refugee camp accommodates DR-Congo refugees.

    Elias Mucunguzi, 5, died from burns. He was sleeping with his parents in the hut when their mattress caught fire.

    The fire was reportedly caused by a candle. Various household items were also destroyed. The body of the deceased was taken to Gihembe Health Centre for a post mortem.

    Authorities at the Camp claimed that they detected the fire about 2AM in the morning but camp residents extinguished it.

  • Genocide Suspect Uwinkindi To be Transfered to Rwanda This Week

    Before the end of this week Jean Uwinkindi currently in custody of the International Criminal Tribunal for Rwanda (ICTR), will be transferred to Rwanda for trial.

    His transfer date will not exceed 19th April. Uwinkindi is charged with genocide and extermination.

    On April 5, 2012, the President of the Tribunal, Judge Vagn Joensen, ruled that Uwinkindi should be transferred to Rwanda “within 14 days of the filing of this decision” and instructed the Registrar to “make all other necessary arrangements.”

    “The President directs the Registrar to immediately begin discussions with Rwanda to determine what is necessary to effect transfer of Uwinkindi,” reads the decision.

    The President has also directed the Registrar to appoint ICTR Legal Staff that would be chosen in consultation with him to act as “interim monitor” upon the transfer of the accused and until the African Commission on Human and People’s Rights (ACHPR) or other organization is appointed as monitor.

    The Registrar has been directed to immediately resume negotiations with the ACHPR with the goal of expeditiously conclude an agreement for the monitoring of the trial and promptly inform him in the event of any further difficulties, so that he could assist in the process or decide otherwise.

    A Referral Chamber at ICTR approved on June 28, 2011 the transfer of Uwinkindi to Rwanda and ordered the appointment of ACHPR as monitoring body for his trial. The decision was confirmed on appeal on December 16, 2011.

  • Spy Chief Promoted to Rank of Lt. General

    President Paul Kagame has made several promotions in the army.
    Notable is the promotion of (Major General) Karenzi Karake head of National Security Service (NSS) to the rank of Lt.General.

    According to the army spokesperson Col, (now Brig. Gen.) Joseph Nzabamwita, Six Brigadier Generals promoted to the rank of MAJOR GENERAL include;

  • Teenager Dies After Eating Contaminated Beef

    In Nyagatare, a teenager identified as Tumusime Dan 12 reportedly died from eating cattle meat which was suffering from Black Quarter disease. 14 others have been admitted.

    The incidence occurred at Kabare 2 village, Nsheke in Nyagatare district.

    Black quarter disease also refered to as Blackleg, is an acute infectious disease of cattle manifested by severe inflammation of the muscle.

    Since the admission of 14 people to hospital, 3 have remained hospitalised, 11 have so far been discharged.

    Nzabandora Eliazar has been discharged from the Hospital. He noted that he first developed severe stomach cramps, malaria and diarrhoea.

    Ndazigaruye Gervais, a veterinary Doctor in Nyagatare district, told Press in the area that the tests and the symptoms manifested by the patients, concluded that they had eaten meat of cattle suffering from black quarter disease.

  • Flood Victims Want Quick Help

    Flood Victims in Rubavu,Nyabihu and Musanze districts want urgent assistance saying it has been delayed since floods swept away crops and left residents homeless.

    However, the ministry of disaster management says that once damage assessment is completed, assistance will be provided soon.

    Floods destroyed about 876 hectares of crops including maize, potatoes and beans.

    Cabinet ministers visited the affected areas to assess the extent of the problem and identify possible solutions.

    The government is also working to ensure that victims receive basic materials. Some of the victims were left homeless, and they are staying at their neighbours.

    The floods were caused by heavy down pour that hit parts of the northern and western provinces in the night of 11th to 12th April.

    Heavy rains busted the banks of Sebeya River. In some parts of the three districts rain water have formed small lakes while heavy clouds are frequent.

    Most of the natural disasters that occur in Rwanda are frequent in the districts including; Rubavu, Musanze and Nyabihu districts register.

  • City MasterPlan to Guide Development

    The process to develop two Master Plans for the districts of Kicukiro and Gasabo in the City of Kigali is ongoing.

    The purpose of both Master Plans for the two districts is to ensure the future sustainability of land use and further facilitate development of investment both districts.

    The process to develop both Master Plans begun early this year in February and will be completed in 12 months after kick-off.

    Once implemented both Master Plans will ensure and guide development in the city in the next 20 to 30 years.

    The two Master Plans will integrate the existing sub-area plans of Kimihurura and Kinyinya in Gasabo, and Rebero and Masaka in Kicukiro and other existing zones.

    Development of the detailed Master Plan for Gasabo and Kicukiro districts which together with the completed Master Plan of Nyarugenge district and smaller sub-area projects will eventually form the complete Kigali City Master Plan.

    Some of the major projects to be integrated with Kicukiro and Gasabo Master Plans include the Nyarugenge district Master Plan and the urban design for the Central Business District (CBD).

    It will also have the sub-area plans for Rebero, which would eventually host the Resort, Conference Centre and will be available for residential development.

    Other projects to be integrated will include the new railway project that links Kigali to Tanzania and Burundi and the Bugesera International Airport among others.

    The City of Kigali also announces that it contracted Surbana International Consultants, a technical firm based in Singapore (with a liaison office in Kigali) to review the planning, direction and strategies for the entire city while integrating all the past planning and development initiatives undertaken.

    Surbana will also prepare the detailed Master Plan, Urban Design (for key areas) and also develop control guidelines for Gasabo and Kicukiro districts.

    “The contracted technical experts will also establish a Geographic Information System (GIS) database for the entire city with information on proposed land use and development control guidelines that will be made easily available to the public on an interactive web platform in the future,” said Liliane Mupende the Director of Urban Planning at City of Kigali.

    “This GIS platform would be integrated with the Construction Permit Management Information System (MIS) platform currently being developed in collaboration with the World Bank/IFC and the ICF. Also it is important to note that these Master Plans once implemented will be a solution to those who want to develop their plots but had been previously limited by the lack of detailed plans and zoning guidelines,” she added.

    City of Kigali would like to inform the public particularly the residents of Kigali City that they will be extensively engaged during the preparation of the district Master Plans through public engagement meetings, public exhibitions and radio talk shows.
