  • AFDB: Sub-Saharan Economies to grow faster than North

The African Development Bank (AFDB) group and its partners have produced two reports showing Africa’s growth potential if the countries formed cross-border ties to deal with traditional and emerging partners like China, India amongst others.

The African Economic Outlook and the African Competitiveness reports are aimed at sensitizing African countries on areas requiring improvement in order to sustain their economies.

However, there challenges affecting the growth like the recent political events in North Africa, high food prices and the hike in fuel prices are likely to slow the continents growth down to 3.7% this year.

Due to the ongoing better performances in some economies, the report predicts that sub-Saharan Africa will grow faster than the North part of the continent at rebound of 5.8% in 2012.

On Rwanda, the report reveals that the country’s economic prospects for the medium term remain positive in spite of some challenges. Yet in the absence of major adverse effects from the global economy, the forecast is a real Gross Domestic Product (GDP) growth rate of 7.0% this year and 6.8 % for next year.

The director of general planning, in the ministry of finance and planning, Leonard Rugwabiza affirmed that the rebound is driven mainly by increased exports, expansion in the growth of services and construction sector.

However, the country’s continued dependence on a few export commodities represents serious constraints and the mobilization of domestic resources to finance investments remains low.

“This is why we need to concentrate more on other sectors like tourism and mining that have more potential’,” he remarked.

AFDB resident representative Negatu Makonnen noted that he was hopeful of the continents economic growth despite a small dip in growth during the global financial crisis.

“Africa staged a quick and strong comeback between 2001 and 2010 growth in averaged GDP of 5.2% annually,” he said.

Nevertheless, Makonnen added that the key challenge for the continent is turning the ongoing recovery into strong sustained and shared growth that will lead to notable improvements in people’s lives.

One of the ingredients is a country’s ability to seize opportunities from the global economy. “African economies must continue developing economic environments that are based on productivity enhancements enabling national economies and ensuring solid economic future.”

This means keeping a clear focus on strengthening the institutional, physical and human capital prerequisites for a strong and competitive private-sector-led development.

In order to achieve this, countries are required to focus in particular on policies and interventions that open up opportunities for entrepreneurship and employment for all members of society.

Governments on the other hand have a role to play especially in creating an enabling environment as well as indentifying and removing obstacles to high potential sectors and industries.

The prime minister has returned early from his holiday to discuss the unrest, which first flared on Saturday after a peaceful protest in Tottenham over the fatal shooting of a man by police.

BBC has reported that least 400 people have been arrested following a wave of “copycat criminal activity” across London over the past three days, the Met Police said. More than 69 people have been charged with various offences.

Three people are being questioned on suspicion of attempted murder after a police officer was injured by a car in Wembley, north-west London, while trying to stop suspected looters.

Monday’s violence started in Hackney after a man was stopped and searched by police but nothing was found.

Groups of people began attacking the police in Hackney at about 16:20 BST, throwing stones and a bin at officers.

Police cars were smashed by youths armed with wooden poles and metal bars. Looters also smashed their way into shops before being dispersed by police.

Nine police forces from other parts of the country have assisted in providing support to the capital city, as well as the City of London Police and British Transport Police.

However, eyewitnesses have reported that as trouble spread across the city, there were often few police officers around when violence flared.

Ambassador Ayebare is known to have been the diplomat ‘in very good books’ with the Kigali administration apparently due to his soft-spoken and assertive manner of handling both private life and bureaucratic dynamics.

“What makes me smile today is that the liberation struggle took a short time than I expected. Another thing is that what I was calling a ‘failed state’ because of the total destruction we found here, has quickly resurrected and today, the country has a decision and a direction,” The now deceased and formerly Retired Captain Iyako told Igihe.com.

Late Capt. (Rtd) Iyako spoke to our reporter Joram Muhoozi about his involvement and contributions to Rwanda’s liberation struggle 1990-1994.
Part of content of this Article was originally prepapred among the many articles for publication during commemoration of this year’s Liberation day. below are excerpts of the conversation before his death.

    arimo_kwiyamamariza_umwanya_wa_vice_chair_wa_rpf_muri_gasabo_uwo_kugezubu_yarayoboye_1_.jpg

Igihe.com: Tell us about your background?

Late Capt. (Rtd) Iyako : I was born in 1958; i studied in Uganda and graduated from Kyambogo University in Electrical Engineering.

I came to Rwanda in 1982 and worked with ‘Kagera Basin Organization’ for a short time and quit because I realized by that time; there will never be democracy at all, and some Rwandans will never be allowed to be back to their country. I then took the idea of liberating my country at any cost.

Igihe.com: What led you into the Rwanda Liberation struggle of 1990-1994?

Late Capt. (Rtd) Iyako: When they expelled us from Uganda in 1982, we came and occupied a forest area by that time in Kibondo, Gatsibo district in the eastern province. The then Rwanda government treated us as prisoners and never recognized us as Rwandans but instead subjected us to maximum harassment.

I remember an incident when the Army shot and killed for 4 people on spot in our camp where we had taken refuge in the same area.

This incident showed me that Rwanda was not a home for us and that’s what inspired me to join Uganda’s guerrilla war in order to attain skills of fighting back and liberate my nation because I realized that coming back to Rwanda was no any other option but an armed struggle.

Igihe.com: How did you do that and how did it help you reach your target in the long run since by that time you were just a civilian?

Late Capt. (Rtd) Iyako : In 1984 I went back to Uganda and joined National Resistance Army of Museveni and in 1986 we had captured Kampala and I then worked in the Uganda’s President’s Office in External Security.

After capturing Kampala, I and other Rwandans in Uganda’s Army including our current President and Late Maj. Gen. Gisa Rwigema and others started working on plans to return to our country Rwanda until we entered in 1990.

Igihe.com : What did you do particularly after entering the country, which has contributed greatly to the national development up to today?

Late Capt. (Rtd) Iyako :We entered Rwanda in 1990 and by 1992 I had become Chief Engineer of Radio Muhabura.
By 1994 we tried to set up Radio Rwanda because by that time Radio and Television of Rwanda had been taken by the government of ‘ABatabazi’ and I had team of Inkotanyi that had been working with radio Muhabura that I came with to set it up.

I then headed TVR and in 2002, I worked with MINADEF while constructing Pentagon (current MINADEF) and I was the Chief Engineer in charge of Electrons.

In 2005 we started Karisimbi Project which has 3 important aspects; broadcasting, digitalization and communication, navigation surveillance and air traffic management.

Igihe.com: So what makes you happy today depending on the current developments of the country as compared to the past and what can you tell the public as a liberator?

Late Capt. (Rtd) Iyako : What makes me smile today is that the struggle took a short time than I expected.
Another thing is that what I was calling a ‘failed state’ because of the total destruction we found here, has quickly resurrected and today, the country has a decision and a direction

What I can tell Rwandans as my message; there is hope and there is a way, and we have to use all the necessary powers to liberate ourselves and do social transformation to our nation.

    The day before his death

A day prior to his death that is Friday 5 at 3pm, Iyako had attended the event where the Gasabo district Sectors’ Executive Secretaries were presenting the annual Contract Performances held at Kinyinya Sector Offices.

After the event, the whole team including Gasabo district Mayor went to the Chez Lando at Kisementi to cerebrate for the performances, and him too joined the group.

His words at the cerebrations ground therefore, kept on focusing the future according to the sources at the scene.

Late Iyako pointed out, “lets us work and believe that the performance contracts made by the Sectors’ Executive Secretaries will promote the district of Gasabo from the 12th position reached this year to at least the first five performing districts,” a source told igihe.com.

    His death

The shares were priced at Rwf 125 in the IPO in which the government was offloading 300.3 million shares.

  • German Affirms Financial Aid to Rwanda

As the European countries continue to suffer the hurting effects of the global economic crisis, German’s chargé d’ Affairs, Wolfgang Wiesner has affirmed that the German government shall continue giving financial support to Rwanda despite the ongoing financial crisis in the Euro zone.

German is being depended upon by collapsing countries like Italy and Spain.

Wiesner made the remarks during a signing ceremony of Euros 10 million grant to Rwanda’s general budget support and Public Financial Management (PFM) systems.

The minister of finance and economic planning John Rwangombwa highlighted that Euros 7million will be channeled through general budget and will be used specifically in the implementation of the Economic Development Poverty Reduction Strategy (EDPRS) 2008-2012 while Euros 3 million will be used to implement PFM reform strategy.

Mr. Rwangombwa noted that the reforms are aimed at ensuring effective and accountable use of public funds as a basis for economic development and poverty alleviation through improved service delivery.

“We are committed to better planning of the budgetary process, accounting and all forms of finance management,” he assured the German delegation.

Wiesner also pointed out that the German government cooperation with Rwanda has showed significant results especially in health, good governance, poverty reduction amongst others.

Meanwhile, Rwangombwa noted Rwanda had confidence in German’s support and he had no worry that the ongoing financial crisis in the Euro zone would affect German funded activities in Rwanda.

“With the EDPRS program for instance we have Rwf 3.6 trillion more than what we had targeted which is Rwf 3.4 trillion and the implementation process is moving smoothly.

  • Poachers Arrested for Smuggling Baby Gorilla

GISENYI: The National Police at Gisenyi town is holding a group of Congolese and Rwandan men for smuggling an infant mountain gorilla from the neighboring Democratic Republic of Congo.

The smuggled male baby gorilla less than a year old was seiezed by Gisenyi Police yesterday night.

    gorilla_rescued_2.jpg

While primarily working with wild gorillas, MGVP also provides care to gorillas orphaned as a result of the illegal wildlife trade or armed conflict.

“The MGVP team arrived at Gisenyi police station at 10 pm to find a very stressed, exhausted mountain gorilla infant of less than one year old,” revealed Dr. Jan Ramer, Regional Veterinary Manager of MGVP.

However, the arrested men claimed that the gorilla was taken from the Bukima area of Virunga National Park in DRC. They said they had kept the gorilla for about a week, feeding him bananas and sugar cane. No other details were provided.

“MGVP Orphan Caretaker Fabien Bahati, who has raised many orphan gorillas, scooped the gorilla up, and after a discussion with police we headed to Kinigi to reopen the MGVP Orphan Quarantine Facility,” says Dr. Ramer.

MGVP closed this facility only two weeks ago after transferring six lowland gorilla orphans to the Gorilla Rehabilitation and Conservation Education (GRACE) center in DRC.

“We got to Kinigi around midnight and performed a short health inspection of the male baby gorilla: He had a very bad cough and a runny nose, but was strong,” said Ramer. “Bahati stayed with him overnight, and this morning the gorilla is even stronger.”

MGVP will work in close partnership with the Congolese and Rwandan wildlife authorities (L’Institut Congolais pour la Conservation de la Nature and the Rwanda Development Board) and Dian Fossey Gorilla Fund International (DFGFI) to determine the best course of action for the gorilla’s future.

The orphan will most likely be transferred to the Senkwekwe center in Virunga National Park currently home to four other orphaned mountain gorillas: Ndeze, Ndakasi, Maisha, and Kaboko.

Meanwhile, the gorilla rescued last night will undergo 30days of health quarantine at Kinigi facility, where he will receive 24-hour care provided by the MGVP staff and DFGFI Orphan Caretaker Jean De Dieu.

“We are cautiously optimistic about this little guy, he is tense, but accepting of people, and is eating,” commented Ramer. “All are good signs for his eventual recovery.”
