  • Police Arrest Conman

    Police in Nyamirambo is holding a man identified as Emmanuel Muhayimana for conning about 10 people of Rwf350, 000.

    He was arrested on September 10 in an operation conducted by police in Abaturushwa.

    Muhayimana 31, is a resident of Abaturushwa village, Rwezamenyo cell in Nyarugenge District, who is said to have been conning people of their money on promises of getting them driving licences.

    At the time of his arrest, he was also found with ten provisional licences, a fake traffic police stamp and eight Rwanda Revenue Authority receipts.

    Muhayimana was allegedly charging Rwf10, 000 per head as registration fees to get a driving license, paid on spot.

    He would later tell them to pay Rwf50, 000 to acquire a licence.
    The suspect, who said he started the illegal business in February last year, confessed to the crime, but begged to be pardoned.

    Rwanda National Police Spokesperson, Supt Theos Badege, urged the public to always seek driving licence services through legal channels from Traffic Police and driving schools.

    Supt Badege said measures have been adopted to apprehend such fraudsters whom he said “tarnish the image of Police.”

  • New Somali President Survives Assasination

    There has been a suicide attack at the gates of a hotel in Somalia’s capital, Mogadishu, where the new president was staying.

    At least seven people died in the attack, including the two bombers who targeted the hotel.

    President Hassan Sheikh Mohamud, who has been based at the Jazeera hotel near the airport, was unharmed.

    The al-Qaeda-aligned group al-Shabab said it had carried out the attack.

    On Tuesday, the group said the president’s election, which is the latest step to end decades of war, was organised by the “enemies of Somalia”.

    It was the first time for years that a president has been chosen on Somali soil.

    “This atrocious attack comes only two days after a milestone vote where the Somali parliament overwhelmingly and transparently elected Mr Hassan Sheikh Mohamud as president, giving to Somalia a renewed hope for a better future,” UN envoy to Somalia Augustine Mahiga said in a statement.

    “Such attempts to push the country back into chaos and violence will not deter the Somali people’s determination to move forward.”

    Kenya minister visiting

    “There has been a blast around the hotel where the president was. The president is safe. All the people who were inside the hotel are safe,” Col Ali Houmed, a spokesman for the African Union force in the country, known as Amisom,said.

    One witness said that two militants parked a vehicle near the hotel and walked towards the building.

    One man blew himself up at the gate as the second man ran into the hotel firing a gun which wounded a policeman, he said.

    The second attacker was shot dead before there was a further explosion.

    BBC says two Somali soldiers were killed in the first blast and two civilians were killed in the ensuing shoot out.

    In a statement, Amisom said one of its soldiers had died and three others were injured.

    Six civilians were also wounded and are being treated in hospital for bullet wounds, our reporter says.

    The blasts took place as President Mohamud was holding a press conference in the Jazeera Hotel with visiting Kenyan Foreign Minister Sam Ongeri.

    “When we just started the press conference there was a suicide bombing outside and gunshots which were heard from outside the hotel,” a woman inside the building, who asked to remain anonymous, told the BBC’s Focus on Africa programme.

    “We could see them from the window,” she said.

    The Kenyan foreign ministry confirmed that there was an attack whilst Mr Ongeri was delivering a “goodwill message” to the new president.

    “The meeting however went on successfully after the thwarted terrorist attack with Minister Ongeri and his entourage are expected back to the country later this evening,” the statement said.

    Kenya sent troops to Somalia last year, saying that it wanted al-Shabab defeated because the militants threatened its security.

    Kenyan soldiers have since joined the Amisom force in the country, boosting its numbers to nearly 18,000.

    Just over a year ago, al-Shabab was largely driven out of Mogadishu by African Union forces and Somali government troops.

    But militants still stage occasional attacks in the city.

    Since the overthrow of President Siad Barre in 1991, Somalia has seen clan-based warlords, Islamist militants and its neighbours all battling for control.

  • What is Hidden in the HRW’s Latest Report on DRC?

    Human Rights Watch latest report on the DRC raises more question about the real intentions of the NGO and shows a clear bias as an active stakeholder in the conflict.

    It is obviously tailored to fit only the M23 as a “negative force”.

    The sensitization techniques used by HRW are simple and straightforward: Forget the genocidairs and other militias or the Congolese army as elements responsible for committing atrocities against the population, concentrate on Rwanda’s “proxies” … aiming at indicting Rwanda.

    If we look at the map that supports the report several comments need to be highlighted:

    – The map below is supposed to arbitrarily represent area controlled by the Congolese rebel M23 on September 7th 2012.

    – It is signed by the American activist John Emerson, an expert in tactic mapping (influence public opinion by simple representations).

    – Note that the border post Kabuhanga is not in rebel hands according to HRW despite what had been announced by many before, including sources close to HRW.

    – The area controlled by the M23 progressing towards Rutshuru was monitored until recently 1st September by the joint force FARDC (Congolese army), RDF (Rwandan army).

    – This tiny area spreads over only a few tens of km2. We recall to mind that the total national territory is 2.3 million km2 or the size of Europe.

    – The number of the rebels is made up of former military FARDC soldiers; they go up to hundreds of fighters, thousand at most.

    – HRW is cautiously not mentioning the presence of genocidal militias in the region and attempts to regain control of the Rutshuru area after the withdrawal of the joint FARDC-RDF force.

    – HRW consciously misleads the opinion by ignoring other areas controlled by militias responsible for committing atrocities and plunder natural resources (like FDLR).

    – The public’s attention is once again focused exclusively on the self-defense force of M23. This technique allows HRW to simplify its communication campaigns to raise millions of dollars for the organization.

    – HRW is also pursuing a smear campaign against neighboring Rwanda based on anecdotal evidence, some of which served to support the unfounded accusations of six UN experts.

    – It is not explained in the HRW document why the Congolese army has left the door open to the militias after the withdrawal of the joint force.

    – It does not explain why the UN has 20,000 men with highly trained commandos Uruguayan and a fleet of Russian helicopters fighting very powerful renounced take control of the area abandoned by force joint FARDC-RDF.

    – The new “tactical” map published by HRW raises many more questions than it answers. What are the real intentions of Human Rights Watch in DRC?

    As the founder of HRW, Robert L. Bernstein, and former chairman of Human Rights Watch from 1978 to 1998 rightly stated in 2009:

    “Only by returning to its founding mission and the spirit of humility that animated it can Human Rights Watch resurrect itself as a moral force. If it fails to do that, its credibility will be seriously undermined and its important role in the world significantly diminished.”

  • Mani Martin To Launch Two Albums

    Mani Martin is slated to lauch two of his albums to coincide with the international Peace Day.

    The first album; ‘Intero Yamahoro’ has 9 songs and another album Named ‘My destiny’ has 8 songs all with afro beat taste.

    The songs are produced in three languages including Swahili, English and Kinyarwanda.

    This brings to four of Mani Martin’s Albums most of which are recorded in partnership with Vision Afro Studio based in Kigali.

    The launch will be held at Kigali Serena Hotel on 23rd with an expectation of over 600 fans. Mani Martin says the performances at the albums launch will be live.

    Instruments including; Inanga, umuduri ,Iningiri ,Ingoma and acoustic guitar will be used on the stage live.

    In one of the songs Nyamwiza, Mani Martin featured Ryderman. The other songs are solely given a touch by Mani Martin himself.

    “My favorite song is Don’t Cry’ on the My Destiny album,” Mani Martin says adding that songs on the ‘Intero Yamahoro’ album have been sampled on radios but new songs on ‘Don’t cry’ Album will be unveiled on the launch day.

    The Afro Beat sensation says most of his songs on the album carry a message of Peace, Unity and reconciliation thus the reason he chose to launch his albums days after the International Peace Day on 21st.

    Tickets will be sold at entrance at Serena hotel on the D-day. VIP tickets go for 10000 plus a free Album. Other revelers will pay entrance fee of Frw5000 and pay for the Album at Frw5000.

    Mani Martin told IGIHE that at the launch other local artists will be present including; Kitoko, King James, Shanel, Patrick Nyamitali, Bruce Melody and Daniel Ngarukiye (playing Inanga).

    Serge Nahimana of Inganzo Ngari is the stage designer for the show and all costume that will be used at the launch event Sponsored by MTN, Serena Hotel among others.

  • EAC States Discuss Harmonised Health Insurence

    Officials of Health institutions in the East African member states are in Rwanda discussing possible ways of establishing uniform ways of universal health insurance like it is in Rwanda.

    The move to have a harmonized health care system is aimed at improving the lives and health of citizens in the regional bloc.

    A Rwandan official in charge of Health Insurance, Makaka, told IGIHE that Rwanda is currently well positioned compared to EAC member states in the health insurance of its citizens adding that the meeting will require Rwanda to share its experience which could be vital in the streamling of health insurance in all five member states of the bloc.

    Makaka also noted that Rwanda receives cases of patients from neighbouring countries. Such patients incur heavy bills compared to Rwandans insured.

    Participants that have been in a meeting that started Tuesday unanimously agree that health for citizens is paramount and should be given top priority.

  • Prosecutor General Warns Against Abuse of Agaciro Fund

    The National prosecution has warned against form of abuse of funds deposited into the recently established Agaciro Development Fund AgDF promising Rwandans that the Funds will not be abused.

    The warning was made on September 10 when the National prosecution was submitting its contribution to the AgDF.

    Prosecutor General Martin Ngoga said, “We have contributed to this Fund and in addition we pledge to protect this Fund in collaboration with other institutions responsible. Rwandans should be hopeful that the funds will not be abused or personalized.”

  • 62 Trained on Human Trafficking Counter Measures

    Officers from Rwanda National Police (RNP) including other 62people, Tuesday received training on human trafficking counter measures.

    According to RNP website, the one-day training was organized by United Nations Office on Drugs and Crime (UNODC) in partnership with International Officer for Migration (IOM) aimed at equipping participants with necessary skills and knowledge on identifying and responding to cases of human trafficking in Rwanda.

    The trainees also include district labor officers drawn from all districts in the country.

    Participants were taken through national and international human trafficking and the difference between human trafficking and human smuggling as well as human trafficking process.

    Supt Steven Rukumba, the Director of Training in Rwanda National Police, while officially opening the training lauded the course organizers for their continued support particularly in the area of police capacity building.

    Supt Rukumba noted that though cases of human trafficking are rare in the Rwanda, the country can be used as a trafficking route.

    He said the course is an “important tool” to counter such cases, and urged participants to take it seriously and share the acquire skills with fellow officers in order to effectively detect and prevent possible human trafficking cases.

    Anne Nyabera, from UNODC commended the Rwanda National Police commitment in crime prevention.

    “The force is trusted by the community,” said Nyabera adding that the confidence the public have in Police makes it easy to investigate human trafficking cases.

    Alia Hirji, IOM Project Manager commended Rwanda for putting in place administrative structures that help to investigate criminal activities.

    “Rwanda has an amazing structure like the district labor office which operates throughout the country. This makes the whole process of investigating human trafficking cases easy,” added Hirji.

  • Woman Arrested with 15Kgs of Cannabis

    A woman in Kayonza district found in possession with about 15kg of cannabis narcotics is being held at Mukarange Police station.

    The suspect identified as Bernadette Bampire 35, a resident of Kigarama Village, Rwantonde Cell, Gatore Sector in Kirehe District, was arrested on September 10, after she was identified by a passenger in a Kirehe-Kigali-bound public vehicle they were travelling in.

    The passengers then took a decision and searched her bag where they recovered the 15 kilogrammes of cannabis.

  • EAC Tourists Targeted in South Africa’s New Tourism Plan

    South African Tourism will open an office in Nairobi next year in a bid to attract more tourists from East Africa.

    The office will cater to Kenya as a key base while targeting increasing arrivals from Tanzania, Uganda, Rwanda and South Sudan.

    “The large regional market potential suggests the need to establish a presence in the market rapidly,” said Phumi Ndlomo, South African Tourism director for domestic, Africa and Middle East.

    He said Nairobi’s reputation as an African commerce, trade and development hub had made it a strategic location for South African Tourism to establish its regional headquarters.”

  • Kagame Speaks at World Economic Forum in Tianjin

    Held under the theme ‘Creating Future Economy’, China’s Prime Minister, Wen Jiabao opened The World Economic Forum and explained China’s accomplishments over the past decades.

    “After years of hard work we have laid a sustainable base for growth, improved infrastructure and built sound institutional framework.

    We have cut poverty by half ahead of 2015, 100’s of millions of Chinese family have experienced tremendous changes in last few years and Chinese people have changed their life through hard work and perseverance.” The Premier added.

    President Paul Kagame addressed the topic of competitiveness alongside the Chairman of All-China Federation of Industry and Commerce (ACFIC), HuangMengfu, State Secretary for Economic Affairs of Switzerland, Marie-Gabrielle Ineichen-Fleisch;

    Minister of International Trade and Industry of Malaysia, Mustapa Mohamed and Prime Minister of Denmark Helle Thorning-Schmidt.

    President Kagame shared with the participants his vision for competitiveness. “Competitiveness is built for the purpose of having an impact on people’s lives.

    It builds on how leadership and the people interact. It is the responsibility of leaders to create a level playing field that allows people to unleash their maximum potential.”

    When asked about Rwanda’s approach to regional competitiveness, President Kagame explained that joining the East African Community allowed for increased competition.

    “It makes it easier to build infrastructure that serves the entire region and resolves common challenges,” President Kagame said.

    The session was concluded with a question to all participants on the prospects of improvement in competitiveness ranking for each of their nations.

    On the prospects for Africa, President Kagame concluded by reminding the audience that many African nations have been working on their competitiveness.

    “Africa has a chance, if Rwanda did it, many countries can do it better. Rwanda moved up 7 places. If we work harder, we can keep moving up,” President Kagame concluded.
